As part of the city’s volunteer program, a flat-rate “unlimited access” system was launched to help socially withdrawn NEETs and school-refusing children reintegrate into society and the educational system. As long as it’s in the form of home visits—and not in public—it’s unlimited access anytime, anywhere, 24 hours a day. Volunteer staff are limited to beautiful women in their 20s. If there are many applicants for the individuals to be rehabilitated (men only), a lottery will be held, and the announcement of winners will be made via the dispatch of volunteer staff.
